Meeting was convened at 3:00 p.m. by Chairman Majikes

ITEM 1 Chairman Majikes called the meeting to order at 3:00 p.m.

Absent but accounted for: Bill King, Danielle Adams, John Coyle, Joseph Farrell, Vito Quaglia, Jay Starnes, and Ben Tolerico

ITEM 2 Chairman Majikes welcomed Chris Kucharski, Northeastern Pennsylvania Sports Network, in a continuation of the discussion to enter into an agreement with NEPA Sports Network for the coverage of District II Championship events in all sports. To date, the Network has covered the Fall sports championships and has been charged $1800 to cover the events in the sports of their choosing. Chris would like to continue that agreement and extend it to the winter and spring sports’ seasons. The Network would cover events of their choosing in the District II Championships in various winter and spring sports for a total annual fee of $6,000. He also pointed out that the Network is sponsoring a cup to the top two schools – one from AAA/AAAA and one from AA/A in the Lackawanna League based on the records of boys and girls teams in all sports. Following the presentation and discussion by the committee, a motion was made by Bill Schoen, seconded by Maureen Williams, to approve an agreement with Northeaster Pennsylvania Sports Network for coverage of District II Championships in all sports for the 2015-2016 school year at a total annual cost of $6,000. All Ayes

ITEM 3 A motion was made by Chris Thomas, seconded by Ron Collins, to approve the minutes of the January 21, 2016 meeting. All Ayes

ITEM 4 Frank Victor presented the Treasurer’s report. As of February 16, 2016 the District II total fund balance is $251,951.16. Of that amount, $12, 654.82 is located in Certificates of Deposit and the remaining $239,296.34 is located in Savings ($66,630.50) and Checking ($172,665.84) accounts. The starting fund balance for the District as of July 1, 2015 was $228,892.59.

A motion was made by Eric Emmerich, seconded by Fred Barletta, to approve the treasurer’s report as submitted. All Ayes

ITEM 5 The following sports reports were presented at today’s meeting:

·         Basketball (Frank Majikes): Mike Ognosky distributed and reviewed the brackets for the boys’ and girls’ tournaments with the committee. Chairman Majikes also shared with the committee a communication received from Randy Hanyon, the Athletic Director at Abington Heights, regarding the process and procedures utilized in the seeding of the AAAA brackets. Chairman Majikes also shared a communication from Scott Gower, the Athletic Director at Scranton Prep, regarding the scheduling of first round games in the AA and AAA brackets. The Committee reviewed those communications and will consider them when progressing through this year’s tournament as well as seeding procedures in future tournaments.

·         Competitive Cheer (Chris Gegaris): Chris applauded the District II schools that just competed at the 2016 Competitive Cheer State Championships in Hershey. He also informed the committee that a fifth District II school, Dallas, was added to the state competition.

·         Field Hockey (Chris Gegaris): District II will be included in a AAA subregional with District VI in Field Hockey during the next two year cycle. Chris informed the committee that Chairman Majikes is working with District VI to develop a meeting date to finalize the procedures for that subregional.

·         Football (Mike Ognosky): Mike Ognosky reported that the league schedules for the 2016 and 2017 seasons have been approved by both the Lackawanna League and Wyoming Valley Conference. There will be 6 classifications for next season which will require additional district championship games. Also, District II will be in a subregional with District XI in the AAAAA bracket. A meeting will be held in the spring to determine the structure of that subregional.

·         Swimming and Diving (Fred Barletta): Fred informed the committee that all is set for the upcoming Swimming and Diving Championships.

·         Wrestling (Jay Starnes): Jay applauded the Wrestling Committee efforts in the great job of hosting the 2016 Team Dual Championships. He thanked all of the members of that committee for their efforts in making the championships a success. The Individual Championships are now set for this weekend at the Kingston Armory. Wrestling will begin Friday evening at 5 p.m. and continue through Saturday night’s championships in each weight class.

·         Awards (Bill Schoen): Bill informed the committee that all of the medals and plaques for the winter championships have been received and are available for distribution following the championship events.

ITEM 6 A motion was made by Mark Rinaldi, seconded by Maureen Williams, to approve the immediate eligibility of Michael Maguire, from Quakertown (District XI) to Western Wayne, in accordance with Article VI, Transfers and Residence, Section 4, of the PIAA By-Laws, Principal to Principal sign off. All Ayes

ITEM 7 A motion was made by Pat Patte, seconded by John Haas, to approve the immediate eligibility of Michael Austin, from Honesdale to Wallenpaupack, in accordance with Article VI, Transfers and Residence, Section 4, of the PIAA By-Laws, Principal to Principal sign off. All Ayes

ITEM 8 Chairman Majikes informed the committee that both the Wyoming Valley Conference and Lackawanna League Athletic Directors’ are currently holding discussions regarding the utilization of “power ratings” for the seeding of district tournaments. More information will be provided as those talks progress.

ITEM 9 Chairman Majikes informed the committee that the following cooperative agreements were approved at the latest State Board of Directors meeting:

·         Scranton and Mid Valley in the sport of Wrestling;

·         Northwest Area and Benton (District IV) in the sport of Indoor Track;

·         Old Forge and Riverside in the sports of Boys’ Track and Girls’ Track;

·         Berwick and Columbia Christian (District IV) in the sport of Boys’ Volleyball.

ITEM 10 Chairman Majikes reviewed the information from the latest PIAA Board of Directors meeting held at the PIAA State Offices on January 27, 2016. The minutes of that meeting can be found on the District II website.

ITEM 11 Chairman Majikes reviewed with the committee some information regarding the upcoming District II Boys’ and Girls’ Basketball Championships to be held at the Mohegan Sun Arena on February 26th and 27th. Committee members will be assisting in the procedures throughout the playoffs:

·         Entrance for teams, officials, cheerleaders, and committee workers will be at the rear of the Arena. A parking area will be provided adjacent to that entrance.

·         All visitors will be asked to register at that area – Committee personnel will administer the registration desk area.

·         The Arena personnel will have a program for the District II Championships available at the Arena during the games.

·         The awards’ table will be located behind the scorer’s table.

·         Schools will be instructed to provide their own basketballs for the pregame warmups.

·         There will be an area provided for the teams to videotape their games.

ITEM 12 A motion was made by Maureen Williams, seconded by Chad Vinansky, to adjourn the meeting. All Ayes
