Meeting was convened at 4:15 p.m. by Chairman Majikes
ITEM 1 Chairman Majikes called the meeting to order at 4:15 p.m.
Absent but accounted for: Mike Ognosky, Jim Higgins, Bill King, Vito Quaglia and Mike Costanza
ITEM 2 A motion was made by Tom Jenkins, seconded by Jay Starnes, to approve the minutes of the December 16, 2009 meeting. All Ayes
ITEM 3 The treasurer’s report was presented by Frank Victor. Frank also presented the final financial report for the recently conducted District II Football playoffs.
Following the presentation of the treasurer’s report, a motion was made by Frank Galicki, seconded by Jim Marcks, to approve the report as presented. All Ayes
ITEM 4 A motion was made by Don Kanavy, seconded by Frank Galicki, to authorize the District II Treasurer, Frank Victor, to purchase software required for various individual sports. All Ayes
ITEM 5 Chairman Majikes reviewed a change in the procedures utilized by the
PIAA in regard to the 1099 Miscellaneous Reporting Form for Tax
Purposes required for completion of federal income tax returns. In the
past, the PIAA only issued a 1099 if a person totaled $600 in income from
various state level competitions. With the change reported by Chairman
Majikes, the $600 total figure will now be determined utilizing income
gained from the combination of both district level and state level games.
ITEM 6 Chairman Majikes reviewed an informal request from a District II member school regarding potential consideration for an age waiver for a student-athlete. After discussion it was determinedthat the case did not meet any of the 6 criteria established for a potential age waiver. Chairman Majikes will contact officials from the school regarding the issue.
ITEM 7Chairman Majikes informed the committee that Berwick officials discovered the participation of an ineligible student-athlete and immediately reported the situation to the other school district involved in the contest in which the student participated, as well as to the District II Committee. The quick action by the Berwick administration was commended.
ITEM 8 Chairman Majikes also reviewed a number of items were discussed at the December PIAA Board of Directors meeting:
§ Approved PIAA Tennis Steering Committee Recommendations to:
A. Approve the Request for Proposal (RFP) to host 2010, 2011, 2012, and/or 2013 PIAA Girls’ Team Tennis Championships.
B. Approve the Request for Proposal (RFP) to host 2010, 2011, 2012, and/or 2013 PIAA Girls’ Singles and Doubles Tennis Championships.
C. Amend Rule relating to Contestants’ Attire to rescind the provision which prohibits the wearing of jewelry during tennis Contests, effective July 1, 2010.
§ Approved PIAA Soccer Steering Committee Recommendations to:
A. Approve the Request for Proposal (RFP) to host 2010, 2011, 2012, and/or 2013 PIAA Soccer Championships (Finals).
B. Continue use of Ticket Leap for online advance admission sales; and give consideration to the use of Ticket Leap for other Inter-District Championships, as deemed appropriate by the Board of Directors.
§ Approved PIAA Coaches Advisory Committee Recommendation to:
Accept Mr. George B. Shue as PCA Alternate Voting Representative to PIAA Board of Directors to fill unexpired term of the late John M. “Jack” Bailey, which ends June 30, 2011.
§ Approved Request for Proposal (RFP) for “Official Ball” Agreements in applicable sports, beginning July 1, 2010 and ending June 30, 2014.
§ Approved PIAA Volleyball Steering Committee Recommendations to:
A. Replace the current first round single elimination format on Tuesday immediately following PIAA District/Region deadline with first round pool play format to occur on the Saturday immediately following the PIAA District/Region deadline. From first round pools, the top two teams will advance to the immediately following Friday quarterfinal round of pool play. The format will extend the volleyball Postseason by one week, effective July 1, 2010.
B. Pursuant to the foregoing, approve the Request for Proposal (RFP) to host 2010, 2011, 2012, and/or 2013 PIAA Girls’ Volleyball Championships.
C. Amend ARTICLE XVI, SEASON AND OUT-OF-SEASON RULES AND REGULATIONS, Table I – Schedule of Fall Sports, Note 6, Table III – Schedule of Spring Sports, Note 6, of the PIAA By-Laws, to modernize the method of counting Regular Season volleyball Contests, on a first reading basis.
§ Approved PIAA Field Hockey Steering Committee Recommendation to:
Approve the Request for Proposal (RFP) to host 2010, 2011, 2012, and/or 2013 PIAA Field Hockey Championships (Finals).
§ Approved PIAA Golf Steering Committee Recommendations to:
A. Amend the Policy for Determining Number of Enrollment Classifications in the Sports of Cross Country, Swimming and Diving, Tennis, Track and Field, and Wrestling, to include the sport of golf, effective July 1, 2012.
B. Pursuant to the foregoing, approve the Request for Proposal (RFP) to host 2010 and 2011 PIAA Golf Championships.
C. Establish an aggregate maximum score of 400 for a PIAA member senior high school golf Team to qualify from District to Region Team competition, effective July 1, 2010.
D. Authorize a set of forward tees for girls playing on boys’ golf Teams, which approximate 85% of the total yardage of the course that the boys play, for all Regular Season and Postseason competition, effective July 1, 2010.
E. Prohibit student-athletes from using range finders when participating in Regular Season and Postseason golf competition involving PIAA member schools, effective July 1, 2010.
§ Approved PIAA Cross Country Steering Committee Recommendation to:
Approve the Request for Proposal (RFP) to host 2010, 2011, 2012, and/or 2013 PIAA Cross Country Championships.
§ IX. Approved PIAA Football Steering Committee Recommendations to:
A. Approve the Request for Proposal (RFP) to host 2010, 2011, 2012, and/or 2013 PIAA Football Championships (Finals).
B. Rescind the Rules and Regulations Regarding Use of Eye Shields (Visors) in Football portion of Rules and Regulations Section of PIAA Handbook, as National Federation of State High School Associations (NFHS) Football Rule 1-5-3n permits the use of an eye shield that is 1) attached to helmet,
2) constructed of a molded rigid material, and 3) clear (absent of any tint), effective July 1, 2010.
§ Approved Amendments to PIAA By-Laws:
A. ARTICLE VI, TRANSFERS, RESIDENCE, AND RECRUITING, Section 7, Students who Remain in Present School Following Change of Residence of Student, Parent(s), or Guardian(s), of the PIAA By-Laws, as it has become obsolete and replace it with an appropriate Interpretation, effective January 29, 2010, on a second reading basis.
B. ARTICLE VIII, PERIOD OF PARTICIPATION, Section 6, Waiver of Sections 1A and/or 1B, subsection B, Severe and Unusual Personal Hardship, 3, of the PIAA By-Laws, to make subsection B, Severe and Unusual Personal Hardship, 3, consistent, relative to the use of “academic credit deficiencies and/or failures,” on a second reading basis.
C. ARTICLE XI, ASSUMED NAME, of the PIAA By-Laws, to make the loss of eligibility for a violation of this provision sport specific, on a second reading basis.
D. ARTICLE XVI, SEASON AND OUT-OF-SEASON RULES AND
REGULATIONS, Section 2, Rules and Regulations, subsection C,
Football, Rule 2, of the PIAA By-Laws, to 1) clarify contact as meaning “physical” contact and 2) authorize the Principal to permit students to use, in addition to the school’s helmet and shoes, its shoulder pads outside the PIAA-defined season, effective immediately.
§ Approved Amendments to PIAA Policies and Procedures:
A. Procedural Standards for Regional Panels and District Committees of the Policy and Procedures Section of the PIAA Handbook, to provide guidance regarding consideration of “hearsay” evidence offered at a hearing, on a second reading basis.
B. Procedural Standards for Appeal Hearings of the Policy and Procedures Section of the PIAA Handbook, to provide guidance regarding consideration of “hearsay” evidence offered at a hearing, on a second reading basis.
C. Procedural Standards for Discipline of PIAA-Registered Sports Officials of the Policy and Procedures Section of the PIAA Handbook, to provide guidance regarding consideration of “hearsay” evidence offered at a hearing, on a second reading basis.
§ Approved PIAA Strategic Planning Committee Recommendations to:
A. ARTICLE XVI, SEASON AND OUT-OF-SEASON RULES AND
REGULATIONS, Table I – Schedule of Fall Sports, of the PIAA By-Laws, to advance the first Regular Season Contest date in the sport of girls’ tennis by one week, on a second reading basis.
B. ARTICLE XVI, SEASON AND OUT-OF-SEASON RULES AND
REGULATIONS, Table III – Schedule of Spring Sports, of the PIAA By-Laws, to advance the first Regular Season Contest date in the sport of boys’ tennis by one week, on a second reading basis.
§ Approved PIAA Human Resources Committee Recommendation to:
Adopt the Resolution Authorizing Extension of Employment Agreements of PIAA Administrative Staff for one additional year, or until June 30, 2012.
